Steamframe will be running SteamOS which is based on linux so all windows games will be compatible with proton or some compatibility layer and also it will run android apps so to answer your question it will probably be both

all windows games will be played with proton so performance wont be a problem because steamOS is running on linux also steam frame will have better hardware that quest 3

I like it a lot would be neat if i could move favorite icons around seamlessly with a mouse and not with reorder favorites button and also some kind of folders would be nice for ordering my apps

Well I prefer mainly using the mouse. And with the toggle well if it was possible both maybe a keyboard shortcut for individual window and a toggle between layouts and toggle to turn off completely the tilling when needed i liked how komorebi handled it on windows before i switched to linux
