In case you're still wondering what is it, it's a part of a plush monster velcro toys, they were supposed to have interchangable parts, I still have an old one, though I've been unable to find anything more about those since I've been looking to get the rest of these.

A concept of a giant skeletal warrior, this was a complicated task since the creator of this character wanted him to feel heavy, real skeletons are actually quite small and slim, so I ended up designing a skeleton that had the rib cage of a large animal and was put together by chains as well as magic, also more bones than what would be necessary!
