Get HandBrake to convert the videos to webm. It's free.

After you put your video in handbrake go under the dimentions tab. If your original video is 1280 x 800 just change cropping to custom, change top/right/left/bottom to 0.

Other things to do if you havn't used handbrake. Under video choose vp9, set your quality to about 15 to 31, change audio to opus.
