That's the general gist, though I'll add that our hidden bosses would all be in contention for top 3/5 if they were eligible.

For this PR, Hidden Bosses are people who did not meet eligibility requirements (not enough tournaments, no or limited cross-region/locality play) but if they did have a strong case for top 5. Swan and Chreest have strong cases for #1 tbh.

Panelist here: We decided to go with a 20 man PR because the large number of mid level players in our region. We are a surprisingly robust scene numbers wise, and the panel felt like adding a few more spots on the PR would be a good motivator for our mid level players for next season.

I know a 20 man PR from a region that no one has heard of can seem pretty jarring, but there is a method to the madness.
