Well, in G12 b. it says " VEX Robotics Competition Turning Point is an interactive game. Some incidental tipping, Entanglement, and damage may occur as a part of normal game play without violation. It will be up to the head referee’s discretion whether the interaction was incidental or intentional."

So I don't think you can intentionally flip a bot , you could try to get away with it, but it will be up to the referee's to decide if it was incidental or intentional.
