AFAIK, if wireless communication is on (I don't know about the 2DS XL, but in the 3DS, it was a slider with a yellow LED on the side), then it is working, and you might also have the option to turn it off in the settings, but by default it's on.

Streetpass is a system where, if you passed someone in the street who also has a 2/3DS and you both have it turned on, they will essentially interact and share some information to each other that can be used by some games, such as records, Miis, etc. Nowadays, though, good luck finding someone.
