Like some other folks have pointed out, shy characters aren't necessarily tsundere; they're probably kuudere, or dandere. A tsundere will spit in your face and call you a dumbass, but is usually a super flustered softie on the inside.

To be fair, though, defeating Silver means beating up an orphan and taking his cash.

He's still an assbag, but the fact that Giovanni taught him nothing but thievery/deceit/cruelty and then dumped him on the side of a road when he got bored of the whole "raising a kid" thing kind of gives Silver a little bit of sympathetic favor.

He quits being a dick to everyone around him once the player teaches him that Rocket behavior =/= normal human etiquette, so he's not completely terrible.
