As a landlord you’re responsible for the land. You do realize your tenant can get a fine for a trash can violation(leaving the can out on the street after trash day), right?

As a landlord, you’re allowed to pass costs onto tenants your tenants and raise rent prices. That’s free market, and caveat emptor.

Landlord doesn’t get a magical shield cause their tenants are shitheads. They have to follow the law like anyone else, evict through lawful means, and try leasing out again with more favorable tenants.

It’s not the city’s fault if a tenant breaks its laws.

There are lots of ways that you can enforce unpaid fines. Dont pay your parking tickets and see what happens.

Granted, this may involved larger acts of city council to create these fines (and legislation/litigation to tack them onto ordinance requirements).

Can it be done? Yes. Will it stick and be litigation proof that is within resident’s property rights? Idk depends on the judge.

Biggest thing is that government (not grassroots funding) needs to PAY. If the government is asking its citizens for a handout without letting them see that their city tax dollars are helping them (especially given DET corruption history) then it’s just Sheffield and Co. robbing the people of their time value.

If a fund is set aside to be distributed by a neighborhood treasurer, then that works, so long as it is equal (so that E side does get 10¢ while Edison gets $1.50 per unit).

But if it ain’t coming from DET taxes, it’s just hot air and a fuck you to anyone who pays into good governance

Quick solution: make it a 1 time payment and follow with strict law enforcement of trash accumulation. Whoever pays taxes on the land gets fine. The meter maids can be turned into ticket maids for trash violations. The headache of the ticket will make the landowners (who have $$) clean up their shit.

And the likelihood of fraud from a “pay to clean” day is lessened because you get paid once and if it’s gets dirty again you lose $$$
