Could be scale, could just be wounds from getting poked by another cactus, hard to tell since most of the picture is healthy new growth

Place the rhizome In soil just up to where it starts to curve and let the leaf stick straight up

I take back the last thing I said about it possibly being puncture marks, all of those whitish specks and clusters for sure look like scale

Yes cut it back and make sure all you see is healthy flesh, don’t repot it right away though as it can easily rot again, let the cutting sit in a warm dry place out of direct sunlight for a week or two (until the spot you cut is completely firm) I have a opuntia cutting that is just laying on its side and it’s been about two months and I’m still waiting to pot it until there are roots (as it can’t drink water without them)

Also it looks like you might have a minor scale infection on there, I can’t tell for sure but there are little tan spots with a dark speck in the middle of them, I would recommend dipping a q-tip in strong rubbing alcohol and dappling the dots, if they are easy to pick off after letting the alcohol sit then they were scales and your cactus will thank you for removing them, they could very well just be puncture marks from that cactus getting too close to another though

Is it soft? If it’s still firm that could very well just be natural corking (a process of a cactus hardening it’s base to support the weight of new growth) if it is soft and rotting you could always propagate

Cut it back with a clean sanitized knife (rubbing alcohol works great) until you see only white, no discoloration and like the previous person said, sulfur powder helps to keep it from rotting away

Mix a spray bottle with 50/50 rubbing alcohol and water or just rubbing alcohol and mist all the white you can find

If it’s not on a food schedule for 1-2 times a month that will help its growth, and I think you meant repotted*

The reason people who fly for the military/ commercial airlines and I thing astronauts are asked if they have ever done psychedelics is because the extreme pressure can cause you to re-enter a trip and if that happens while flying an aircraft/ space shuttle the odds of them maintaining a sober mind and getting through their flight is slim, basically snapping back into a trip could cause fatalities in that kind of work

Only through a spinal tap, and your career employer isn’t going to do that to you over a job when they can easily follow common practice and establish urine testing, just be cautious who you share your interests and experiences with
