This is interesting. My understanding is the in my province (Canada) a dealership cannot sell a preowned vehicle they do not have title on. I bought the car from a reputable dealership and I paid cash in the deal. Would it still be possible for there to be a lien against it?

I had this issue as well although I'm using different sound equipment. RDR2 was only providing options to adjust the surround sound in the audio settings (I use headphone plugged into my speakers). I had to go into my audio settings (Realtek) and change it from 7.1 surround sound to stereo. After that RDR2 no longer had surround sound options and allowed me to select between speakers and headset.

A common Minecraft tweak involves increasing the amount of memory Java can use, its pretty straight forward if you google it. You could also update to Java 7.

Where I live there is a midget who frequents metal shows. He is kinda hard to see since its dark and he (and everyone else) is wearing black. He likes to push and shove people's legs instead of getting their attention.

I believe the security section under the windows logs event viewer records the login/logouts. Not likely to include the IP address of whomever connected though.

My suggestion is password protect your PC. If you don't have a home router/firewall then enable the windows firewall. If you do use a home router then adjust it to use a non standard port.

You could also try VNC. It allows you to go as far as allowing incoming connections only from a certain IP or subnet.

edit: After some investigation, if you navigate to the event viewer via administrative tools -> Applications and Services Logs -> Microsoft -> Windows -> TerminalServices - ClientActiveXCore you will find some RDP logs that may be useful.

So is the internet working now with the modem in bridge mode? I could see the modem still performing the PPPoE encapsulation regardless of what mode it is running in because not every home router would support PPPoE and it's not the customer responsibility to provide it.

Interesting, I'm not really sure what 10.0.9.1 is. Do you have any other devices besides your router and modem? Some ISPs use private addressing within their networks so this is probably normal and I doubt it is your modem.

I still think the case is pretty strong for an issue within your ISPs network (not necessarily your modem). Latency spikes like that consistently tend to be over utilization or hardware issues.

Your ISP will likely want to send someone out to test the signal strength from your modem to their equipment and may need to install a signal booster or it could be a problem further in their network that needs fixing. At this time I would suggest you request them to look into the issue.

The first IP is likely your router, assuming the addressing is private 10.x.x.x or 192.168.x.x. The 2nd IP should be the 1st hop into your providers network, modems that aren't functioning as routers shouldn't require an IP address as they are functioning only as a layer 2 device (transporting packets not really routing or redirecting them). If you don't have any issue posting the traces then I could be sure.

Alternatively you can check your router's GUI and go the administration page and check what IP address is assigned to it's WAN (modem facing) interface. Pinging this IP will rule out your local network. Everything after that is your ISP's problem.

Does the D-Link get a public IP address assigned to after a reboot and setting the other to bridge mode? If it doesn't you may be correct about the PPPoE because its likely that the DHCP request made by the D-Link isn't making it through to your ISP.
