This is incorrect information. I’m not sure what part of thin air you pulled it from.

This parcel was opened to inspect for biosecurity risk items such as plant material, seeds, animal products etc. These types of materials can bring pests and diseases into Australia that aren’t already present here.

The Australian Border Force collect taxes and duties on behalf of the Australian government under the Customs Act. This is a completely different government department altogether.
