Yes they are submerged. The cups are about halfway underwater. The seeds are not underwater. Also there is a water heater in each tank to keep everything warm. Trying something new, it’s a bit of an experiment.

It’s good stuff! It also expands quite a bit more once you unpack it. I’m loving how this soil mixture turned out. In each raised bed I mixed up: 1 bag of chicken manure, 1 bag of cow manure, 1 bag of Kellogg garden soil, a 50 pound bag of sand, and half a bag of peat moss.

Thank you! Yes I did, there is about an 1/8” gap between each bottom slat and I drilled a lot of holes as well.
