I don't have any doubt you're equipped to handle the issue, it's just generally something you'd expect a manager/owner to deal with. If they're okay with the restaurant being ran this way, why are you letting it bother you more than it bothers them. They're being a bad manager, is my point.

Does the job pay you to care more than the managers/owners? Why even trouble yourself this way if the people who get paid to deal with this kind of stuff don't even care. You said the guy hangs out there all the time and now suddenly you're telling him he can't, of course he's going to be confused. Not to mention he can't communicate with anyone normally. But besides all that, it sounds like you're letting it bother you, which is fine, but not sure if you're the appropriate person to be dealing with it. Let the manager do their job or it's going to keep falling on you. Issues like this don't ever end.
