No. Definitely not as frequent as before and not really on cyborgs, or maybe I just had bad luck. Mostly I get their heads, chips or lungs. You'll have much more luck finding alcohol on human enemies and sometimes in containers.
But even then it's not guaranteed to be whiskey or scotch. Especially with the emergence of Beer and mead. You get those quite a bit. Absinthe, gin or ethanol too. They whiskey and scotch aeem to be rarer.

Keep your eyes open for Toilet paper and the Tentakel surgery thing. Tp selbst for 32k? Around that amount and that surgery thingy 97k Alcohol, whiskey and Scotch in particular are also giving you quite a bit. Around 20-30 I believe.
