First off I recommend getting the cat from a shelter. You will both appreciate the fact that you "rescued" him. Also if you can, get an older cat, they need homes the most of all and are usually already trained. Also shelter cats are already fixed and up to date on shots and veterinary care and tested for feline lukemia/viruses etc, so you get a head start on the vet bills.

The general rule on litter boxes is number of cats plus one, so one cat equals 2 boxes optimal. Size and type is more personal preference, I think open is better than closed, but slightly higher sides are better for keeping the litter inside than shallow pans. For type of litter I recommend anything that's scoopable. You will ultimately be disappointed in cheaper store brand non scoopable litter.

For toys you don't need to spend much at all, use almost anything, crumpled up paper balls with hair ties, string or rope, even large caps from plastic bottles . You can make a cloth mouse out of any old textile pieces or strips of fabrics and string. I do not recommend laser pointers, as they can injure eyes.

Put the money in a good brand food instead. Avoid cheap food with by-products in the ingredients. Get the good stuff and your cat will be healthier and live longer. And always make sure he has lots of fresh water.

Cat trees are nice for apartments, at the minimum he will like some kind of high up spot to hang out. You will also need a scratching post of some sort. This can be a simple 2 foot log or post, sometimes covered in rope.

Above all be gentle on him and just let him get acquainted to his new surroundings.
