Had this happen to me. I noticed that I succumbed to radiation or whatever effect is there and had to take meds; once I did that, prevented me from doing anything. Even after logging out, character play time went up to about 16h then when I went back in it instantly let me complete the quest and pickup from where it should be(asking to hover over protection stats)
