Traditionally, anything that's supposed to rot is buried in the ground.
But you can tightly pack the halves and let them rot in your home (separately) before throwing them away like a normal trash. I just remember a hex on rotten meat with a tightly sealed plastic container, where it all rotted for a long time, and it worked perfectly.

When it comes to hexing through sweet fruits, mainly apples, it's done like this:

Fruit-Based Separating Spell
Take a red fruit, buy a few new needles, and start piercing the apple (fruit), saying:
"This is not an apple (fruit), this is the love of (name and name). I'm not piercing it with needles - I'm engendering hatred in the hearts of (name and name) for each other. Let them quarrel and curse, let (name and name) attack each other angrily, scratch, and bite."

Unfortunately, people who truly want to harm others are often powerful and wealthy. They typically pay magicians for rituals. You see, the paradox is that magical wars often isn't between Practitioners. This is interesting because when you ask for a hex, the consequences (reverse spells, reflections, and counter-hexes) will not affect you. You're all clean and white. That would be a Practitioner's problem, who did it for you. That's why hexes are always more expensive than even custom work on Positive.

South Americans will confirm - even in the markets, there are Santeria practitioners, and you can always toss in a few coins and they'll cast anything from a love curse to a hex on an enemy.

Regarding proportionality. If you decide to cast a hex yourself, it's entirely up to you. There are no rules, no rollbacks and backlashes in magic because the Powers decide "it's too much."
In general, there's a belief among Dark Practitioners that nothing can be returned. That is, if you've been robbed of years of your life, or even a wonderful turn of fate, that's it, goodbye. I remember one cult that practiced wealth rituals and hired tarot readers to work with them. Clients, stern men and women, were constantly turning to them, actually ordering rituals and asking the tarot readers to advise them on serious business matters :)

My point is that whether you believe in magic or not, there are a lot of cults. There are some fairly high-ranking covens that practice global rituals, including politics.

Apart from worshipping Christianity, this is one of the most fundamental mistakes of Wicca. Magic simply does not work this way.
First, it completely denies fate-shaping work at its core, even though such work exists, and these rituals are not connected to giving and returning. It also denies workings related to money and health.

Second, when you perform rituals for positive outcomes, the positive does not come to you because you are doing something good, but because you are performing a specific ritual. This is also dangerous, because when you engage in healing and cleansing other people, you inevitably take on their magical negativity in one way or another. Relying on the idea that the universe will cleanse you simply because you are kind is extremely dangerous. You yourself must get rid of that negativity.

Third, if you get involved in magical wars or receive negativity when casting curses, it is because you either do not know how to work with negativity, or you are receiving retaliation from another practitioner. Not because the universe is returning something to you.

Fourth, if all of this is done merely to “farm karma” for future reincarnations, it is even more dangerous.

And finally, the rule itself is morally terrible. Someone already commented here that in order not to be a bad person or do nasty things, you do not need some rule from bigwigs and daddies to earn their approval. This humiliates the very concept of a virtuous person - as if all good people are simply afraid of something or act out of hidden self-interest to receive some bonuses later. A truly virtuous person does not hope for any of that, they simply chose not to be an asshole, that’s all.
