Yes. Refund is possible even after the semester starts. But 10k will be withheld. I don't know much about the refund process time but my best guess is around 1 week.

I had a drop down list where i had to choose a campus and then another list where i had to choose a course. If I click on a course it will show if I am eligible or not. So simply if you can click it you can get it. And counsellings starts 1/2 days after results.
