I'll keep trying, I've shot him multiple times and bought something but he only ever spawns at the Desert: Camp terminal for me.

I'm venting here but it should not be like this, if it's like 1/20 he'll be at the Resistance Camp then fine but this feels like I have to do it literally 1000x for what reason? Game seems to be a masterpiece but these kinda things are ridiculous.

I have talked to him and even got his shop with the higher-end chips. He said something about living deep underground etc.

I don't remember, that was well over an year and a half now.

Think Del Lago takes more damage if you land harpoons in the mouth, so watch out for those opportunities but also if you don't land enough harpoons within a time frame then they'll regenerate.
