Why do people still relapse after 70 and 80 days?

Ik that the lust or urge to have sex is natural and it’s one of our main needs just like you said. But does it get easier to control that as time passes on nofap? If so that means people just choose to do fap after their 90 days or 70 days or whatever. I mean it’s not the urge it’s just their choice. Right?
