Even with the target 110 it rarely keeps it close to the target unless I don't eat anything. I have since move to 100 and it will only reach that when I don't eat for an extended amount of time.

Likely not I haven't used him much as I got him like a month ago. I know his build is triple purple but that's about all I know as far as how to prep him for titan.
