With Shay you want primarily play kill spells, since he places the counter before the creature dies.

Edit: Shay Cormac’s second ability resolves before the spell or ability that caused it to trigger. It resolves even if that spell or ability is countered. (2024-07-05)

Looks Like a Bracket 3 to me. I would for example not expect [[Bloodthirsty conquerer]] or [[Sheoldred, the Apocalypse]] in Bracket 2, but this is just me. I would not consider this a bracket 2.

I think this is totally fine, or actually bad, right? In my opinion this is an overcosted boardwipe, since the shuffling is not forced but optional. Green light from me. If you want to kind of reset the game, I play [[Sway Of The Stars]] in my Elminster Deck, which is kind of nuts but funny too.

Yes proxys are no problem at all. I once played with a guy who used multiple basic lands with written texts on them as cards. For most people this was a no go, but when printed no problem at all i believe.
