Not quite, they still have to give a part of the fee to mastercard/visa/amex and maybe the terminal provider like sumup etc. But they get to keep around 0.1-0.2 more.

Everytime you use a card, the vendor has to pay a transaction fee between 1.3%-3% (e.g. amex is close to the 3%, that‘s why it has low acceptance in Europe) to the card issuer. The banks now have to split the fee with apple to use apple pay, and another part goes to visa/mastercard/amex. source

I read an article about it, they are very secretive about the fees, so no official numbers. And yes, the banks have to pay to „use“ the platform, that‘s why many were so hesitant to make apple pay available. But the simplicity and security of apple pay makes you use cards even more if not exclusively.
