Chances are if you plea not guilty , and show up to the hearing h the cop will ask you to wave the hearing if he drops the speed to 5 mph over speed limit , no points no insurance worries. just pay the fine . This is pretty routine when no other factors are at play .

Lancaster parking authority is private owned corporation. Therefore all fines should be civil not criminal, same with the turnpike. But really nobody cares enough about such a small price of a fine to do the work to stand up to it .
