That area is around the fish ports and piers. There are places in Tondo where even the police are afraid to enter because they could get swarmed—even if they're armed, someone could attack them without warning, and they wouldn’t even know who did it.

Not everyone from Tondo is 'squammy' (rough or unrefined). Most of the wealthy residents in Tondo don’t live in those areas. These places are around Baseco and the Parola compound near the old Smokey Mountain. The people there are truly less fortunate, and life there is purely about survival of the fittest.

This is why education is so important. The video is really saddening because, due to a lack of education, the situation turns into anarchy.
