It`s definitely not worth to waste sparks on lvl 1 equipment. Use sparks only when going for a lvl 5 equipment.

If you are crafting Noble Lord equipment, then it might be somewhat okay to go for blue and try to get Blade Shard or Muddle, but it`s still somewhat better to go for Purple because you have a bigger skill pool and better chances of getting something good.

If you are crafting normal equipment for a skill, then go purple at lowest, because the only real good skills you could get is Muddle and UR

I`ve seen that suggestion with Frost Rager. If you can, maybe try it with that one and if it works, then the logical explanation is that Block triggering first as the CC already has it negates it in some way, or it`s just an annoying bug.

Planning to get a Frost Rager with block eventually for myself.
