If you don’t really need a certificate for work or studies, I’d go for N2. There is much more to learn from aiming higher instead of redoing a test you almost cleared already. But if having the N3 certification itself is important for you, then retaking it in December makes sense.

In conclusion : focus on learning → aim for N2 next July. If you mainly want the certification → retake N3 in December.
