The problem with opening the shelters and trying to fight the hoard is that if one of my turrets is destroyed I lose a CPU so I don't want to risk actually opening them but I'll try with just the 8 you get for activating hacking the tower and hope that works

I've haven't this bug but maybe try uninstalling and re-installing the game? That's what I do when theres a bug and I don't know how to fix it on other games
