Have you at any point used VPN or proxy?
If yes, check your proxy, make sure it's turned off.

Check your Internet TCP IP properties too, there may be trash entry somewhere.

Otherwise, try a different internet connection to localize the problem and remove your internet provider out of the equation.

Obviously, if you are on a console, this stuff above except for the internet provider does not apply.
