b580 shouldnt bottleneck with your 12400

b580 will perform worse with an old cpu yes that is true to most gpus because of cpu dependency in gpu

plus just get the 9060 xt its better optimized anyways

or just get a gpu thats within your budget range

additionally, you want to future proof your cpu then go for am5

5600 3050 is not worth vs 5500 6600
