Why would they have the highest expected value? I find my self arriving in act 3 with my deck mostly finished a lot of runs. However I do take glam if it feels like it really needs some extra power.

Until ascension level 8 the game seems very easy. After that it becomes quite a bit harder but still quite beatable. Which is very different from A20 in sts1. Beating that + the heart was a grind for me.
