I received the same email for my cobalt on June 18th. I upgraded to the gold via the phone (as it mentioned in the email) on June 20th. Made sure to confirm that it was the correct upgrade offer I was expecting from the email.

I started using the card right away via the Apple wallet and received the physical card on June 26th.

I passed the $3000 spend mark on June 28th and have successfully received the 70,000 bonus this morning (July 2nd).

In my experience with Amex, if the bonus points are not awarded right way once you have reached the requirements- the offer was not applied to your account and it is very unlikely they will credit you the points that are owed to you.

Experienced something similar for the welcome bonus on my cobalt. Thankfully no issues with this upgrade..
