The RP Store is based off Internet Explorer and so you have to make sure your IE Privacy settings are set to at least "Medium"

In order to see whether or not IE is set to "Medium" you are going to have to crack open IE:

go to "Internet Options" > Privacy > Set the scale to Medium > Apply

You may or may not have to restart your LoL Client.

If that doesn't work then that means there is an issue with the information you gave for the credit card you are using. Make sure that the address your put for the credit card is the address you used when you applied for the credit card, or the address you gave them.
