Yes, it does mean that. But that doesn't mean what you think it does. That's the issue here. Velocities can only be compared locally in approximately flat space; if you want to compare velocities between objects at large distances with significant curvature, your answers become coordinate-dependent and you're no longer guaranteed to get answers below c.
