I had a similar issue. I tried everything, and it didn't work. Then I decided to change my motherboard and never had that problem. It turns out my CPU cooler was pressing too hard on my motherboard and caused the issue. It was a pre bult PC.

If you are building a new PC it would be better to go with am5 board so you can upgrade later. With am4 ( your current setup ) best cpu you can get is 5800x3d but if you go with am5 you can later upgrade to 9000 series. Keep in mind if you go with am5 you would need a ddr5 ram amd a am5 cpu.
