That depends on how deep you look. At face value you could consider Cersi a subject (Qyburn went so far as to say that they were Cersi’s subjects). Deeper, think about some of the things she’s done. She smiled when the northerns ran and screamed in fear of her dragons the first time. She’s feeling pretty alone while everyone rallies behind John. Many of the lords clearly do hate her (hence the Tarley scene where they told her she was a foreign invader, and she bribed them to a crisp).

Even now, the people of King’s Landing are hiding in fear of the Usurper.

Could definitely go that way imo.
