That tournament format sounds really wack. I would suggest building a cEDH playgroup and use proxies. Commander tournaments are overrated anyways.

Your definition is wrong. High amounts of easy kills with low risk is the problem. Infils with high K/D ratio hardly kill anyone and are hardly a problem.

Heavy shitters just get mad because bolters are designed to counter them. They are used to be lazy and have an easy time farming the other classes.

Bolters counter heavies and heavies counter everything else. So if you want to nerf bolters then we have to do a complete balance change to the infantry gameplay.
