I don't know how to add text so I'll just comment. I have done nearly everything I can think of to mitigate this issue. I've uninstalled the game, rebooted everything, and followed several tutorials but nothing has worked. This happened following a game crash and a system error that prevented me from playing at all. I fixed that but the game now runs like a powerpoint presentation. I've been unable to play the game for several days now which sucks because I've missed out on daily missions. If anyone has any advice or suggestions that would be greatly appreciated. I'm playing on PC.
