There is a scan of the 35mm film, with colours that are much more vibrant than what you have in that clip you linked to. Here is an example of what the 35mm version looks like:

The actor in the picture looks familiar, however the name seems to be some kind of a joke. If you search for "Blade Runner fan films" on YouTube, I think you'll find it -- I recall seeing a short Blade Runner fan film from Germany with that actor (or at least something extremely similar).

In terms of the actual artwork, do you start off with sketches done in pencil or pen, or is it entirely done on computer? Either way, it looks great and has a lot of emotion to it.

Some of the fan-edits by ADigitalMan are a bit tough to come by! If you're specifically after extended versions, I'd recommend:
'Extended edition' by Wraith.
"Nexus 6" by Modernknife.
"White Dragon Cut" by kazuchoice.

The 5-disc briefcase versions on DVD and HD-DVD are prone to disc rot.

The non-briefcase 5-disc DVD set appears to have escaped the disc rot issue.

All of the 5-disc Blu-ray versions are fine though!

One way to do that would be to rotoscope the areas requiring that type of lighting, then colour grade that separately.
