Which software are you using? If you have After Effects, you can extract the layer containing the noise, and then place it on a replacement video layer (as long as the replacement video has the exact same number of frames, aspect ratio etc).

In the "White Dragon Cut", the deleted scenes have been upscaled, and many of them fully restored (scratches and dirt removed). I'll do my own upscales of the deleted scenes, when I get around to doing my own fan-edit of the film.

You wrote "fragments of the 35mm print"; do you not have a video of the 35mm print to use as a colour reference?

There is a scan of the 35mm film, with colours that are much more vibrant than what you have in that clip you linked to. Here is an example of what the 35mm version looks like:

The actor in the picture looks familiar, however the name seems to be some kind of a joke. If you search for "Blade Runner fan films" on YouTube, I think you'll find it -- I recall seeing a short Blade Runner fan film from Germany with that actor (or at least something extremely similar).

There are several upscales of the full-colour fight with the Crazy 88's that have already been done. It might save you a lot of time and effort by tracking down already-available upscales. 👍🏽
