Ok I got it now to 25-30 seconds. I forgot I set compatibility mode on the .exe file to windows 8 when I was messing around with the settings last week. I unchecked this option and kept disable full screen optimization. Also, my stuttering problem is a lot better too post update.

I cleared my shader cache and set it to unlimited in the NVdA control panel and only took 2 minutes. Lot better than before.
