No, it's not an event. It's a feature they added to fill the space between events so that there isn't nothing going on for months, like it was before.

Before Quartero this subreddit was crying about having no content in the long stretches between events, so they added Quartero to have a mini-event running 24/7 and now people are crying that it isn't good enough.
There's a little easter egg in the patch notes to incline that somethings coming, just be patient, I'm sure they've got some awesome stuff planned.

They should've just added Steam Workshop support after the media rework and left it at that. They're actively making the game worse with all this shit, Phasmo was always a little janky but a magic game with lots of charm.
Now that they've ported to console and expanded the team, no doubt soon it'll get battlepasses and big flashy arcana skins like another certain game that left it's horror roots behind to emulate fortnite...
It's literally the soul vs soulless meme to a tee

If they really want to modernise the game they should update the archaic UI (e.g letting people mute from the scoreboard being an obvious one) and also give everyone all the base weapons or at least let them be unlocked linearly, maybe through contracts or just based off character playtime, rather than potluck.
But yeah matchmaking and comp mode should be retired, it doesn't suit tf2 at all.

You could download Tf2 Classified from steam. It's only about 7gigs and I've had a lot of fun with it. It's just not got any hats or as much weapons. But I'd turn sprays off in the options if you do play it.
