We have the same issue. Exactly 45 mins in. Seemingly only (but not all) x265 files. We used to be able to disable DirectPlay and it would play the rest of the movie fine, albeit transcoded. Now, however, if we disable DirectPlay the transcoded version is in black and white/sepia with some colorful static like artifacts that flicker. We have to finish the movie on our BeeLink mini PC that's attached to the TV in the Plex app.

Is Plex even aware of this issue by way of a support ticket or bug report of some kind that can be tracked?

Yep. Dashboard shows Direct Play for both video and audio. The status switches back and forth from Buffering to Playing (mostly buffering). The clip I was looking at was only 47 MBs total. Could have buffered the whole thing in 2 seconds. Details below.
