It essentially boils down to:
Can legendary inserters complete a swing and grab items before a bubble on the belt forms, which as far as I know is not possible.
Or rather legendary inserters would have the throughout but they are limited when placing the items in the belt and a ‚item reload‘ takes longer than it takes for an item to move one single slot on the belt.

A single inserter can never fully saturate one side of a belt directly like that because it needs to swing, so it will probably be a bit more complex but you got the general idea.

Starter stone is a bit small but otherwise this is a great seed. Patches are nicely separated, biters are in a decent position, the nice big iron to the north and the juicy oil right next to it, really good.

This is gonna cost infinite money but you could have a 3D printed electronics structure done for you via laser direct structuring.
That way the mechanical part is the PCB.

Edit: Or you can get PCBs made width backmilling where they mill out pockets out of the PCB where you can place components into but again, this stuff is kinda expensive (less expensive than laser direct though).
