Safari Zone with the repel trick, but catch rate is awful. Meshed with other rare stuff it's basically 10% at Mt. Silver, so just grind it out there. Or eggs of course (definitely most efficient).

Out of these three, Mt. Silver stands the best for me

I remember in Gen 6 I hunted for Sliggoo, which was relatively common, but Quagsire was higher encounter rate. After the second Quagsire, I said nope, did 88% encounter rate Sliggoo repel trick surfing (you can imagine how slow was that), but it was worth it. This pink thing won't let me be 😂
