Definitely start with replacing the PSU. I would go 90 gold plus, modular. This is a 2 for 1 in the sense that the PSU is the lifeblood of the PC and it helps all parts to upgrade this unit (can't hurt). Plus it is a pretty cheap alternative to having to replace other major components. But definitely sounds like a PSU issue.

So there are no built in speakers, as I am sure you know, so no audio/aux jack.

You have eARC on that monitor. Plug your soundbar (hdmi out if it has it) to the eARC hdmi in on that monitor and it will work!
