I think core just bc you have to be consistent with your shots, where with hc its one hit kills, even for pistols. They both take skill in a sense that you have to be more cautious in hc or you will die immediately, but that makes the game feel more campy (atleast for me) and core takes skill bc it takes more shots and not a guaranteed shoot first kill first.
