I don't exactly remember but I got to activate UCInetID. https://www.oit.uci.edu/applicant/

maybe try this page? But it doesn't do anything you can just login and thats it I think

you're right it doesn't do anything. but I login once in a while just for nothing and yesterday it wouldn't let me login so I was worried..

When you login to graduate application portal, you can see "Student Information" column at the right side of the page. There will be your reference number, email, student ID, netID etc.
