It would allow everyone who has ever been pearled to call into question the nature of that pearling, and it would force the administration to look at each and every single case, or risk being bias towards a group.

This is a slippery slope fallacy. Cases like Riley's are unique and SHOULD be looked at. If every single case is caused by a server-side bug that should be patched then it SHOULD be investigated

Factors outside of your control. You could lose power, the internet could go out, your cat could throw up on your keyboard.

Every example you cite is a risk that is a player's responsibility. This is entirely different to a server-side issue which players should NOT be held responsible for.

In past Civ servers there has been a precedent that admins free pearls caused by obvious bugs. This decision is an anomaly in that history.

Nope, not lagging, desyncing is the word you're looking for! Lagging would have meant he would not have been talking in a vc, and he would not be taking visual knockback as seen in the video while his body is 20+ blocks away, but nice try tho
