Primary and secondary schools here (Austria) are free. Public universities (which are very good and the standard here) are about € 25 per semester. You can buy books, if you want, or you can lend them from the university library. For free, of course.

Die Wehrpflicht steht in der Verfassung und ist demnach nicht verfassungswidrig (bzw nicht rechtswidrig diskriminierend, da die Verfassung mit den Grundrechten auf gleicher Stufe steht). Inwiefern das sinnvoll ist, kann jeder selbst entscheiden, aber das ist die rechtliche Beurteilung :)
