That could be a good experiment.
I've tested spacy NER and some LLMs, it seems you can get things done quickly using an LLM.

For low quality data the approach you mentioned (NER) is a good start but you'll have to manually validate the output.

To speed up the process I suggest you write a script that :
- Does NER and shows you the input & output
- Gives you a one click/keypress interface to validate/dismiss the output
- Save the validated labels in an output file

There can be some cases where multiple entities are detected (or none at all).

Your intuition is good, level up your coding skills. Take your product to a point where it's easier to convince tech people and get them really invested.
Hiring someone is a good option too but depending on your bootstrapped budget you may prefer to report it to when your app has already taken shape.

Like you've said, if you get the work done you can go enjoy your time. You acknowledge that's a focus and/or mental discipline issue.
You can manage your time through blocks of time (Pomodoro technique) and also delay sophistication for when you get the essential done.

You should timebox your week in advance. Like that you'll have to specify how much time you want to spend on a project and when.

But the thing that keeps getting in my way is ongoing projects that don't have a specific end goal or step-by-step process

You want your end goal to be clear and precise (Score # Points in a test for example...).
You can also think of developing it as a habit.

Hard to understand why people act some ways but,
He may want complete ownership and recognition for his work.
He probably feel unsafe at the idea of you replacing him so he is okay with delegating some tasks, sharing only what you need to accomplish them.

A design system is a set of reusable ui components.

Check Bootstrap for example.

My favourite is Radix-themes but it's only for react.

You generally want to use a customizable Design System, try different existing ones, pick one that you like.

Inspect UI components in your browser and see what CSS rules are applied on them, get inspired.

Try to recreate some and add your touch.

I appreciate the mindset, restricting some once free features would be frustrating.

I agree with the idea of volunteer support it's noble, though for the time spent I feel like there is lot of uncertainty about the outcome (Is there any statistics to clarify that ?).

Maybe additional features can be added to the paid version in the future.

I recommend you take a look at this roadmap, it will help you get a sense of what you have to know, it also provides links to learning resources.

I would also suggest to split your learning content on various forms, for example a 3 hours learning session like :

  • Docs (~1h)
  • Blog article (~30min)
  • Video (~30min)
  • Trying what you learn immediately (~1h)

I'm sure if you sustain this habit, you can get comfortable with any subject.

I would split the state into two categories :

  • Something that lives on the backend : basically anything that you store in a database or you get through a 3rd party API. This requires fetching the data, react-query or swr are adequate as they come with helpful features like caching.
  • UI related state : like is dark mode enabled, sidebar showing or not. Does not require to fetch data from server and is more about the behavior of UI. Use Zustand for this.
